Purpose for the Position:
The incumbent will play a major role in strengthening the capacity of the RO in support to humanitarian situations in the region to conduct operationally relevant situation analysis which will inform plans for humanitarian advocacy, access, implementation modalities and contingency planning. This position will support the development of L3 crises advocacy strategies.
The incumbent will play a key role in leading review of existing research on certain topics on a regular basis and other projects on demand.
The incumbent will implement a number of specific projects that will be part of the overall approach, including the documentation of response to on-going emergencies, "learning labs" and other knowledge exchange initiatives.
The incumbent will conduct research and analysis that will support the effective anticipation of threats.
Key Expected Results:
The incumbent will be responsible for conducting research and analysis that will support strategic decision making on sensitive, complex and highly politicized issues. This requires strong analysis, judgment, and political savviness.
The colleague must work effectively in a matrixed manner with other colleagues in the Humanitarian Team who cover specific countries and/or other thematic portfolios.
He/she must be able to network very effectively and to work proactively and independently, but with sufficient political judgment to avoid reputational risk to the organization.
Key Accountabilities and Duties and Tasks:
1- Leadership in humanitarian policy and trend analysis
- Play a key role in elaborating humanitarian analysis in the region which will inform plans for humanitarian access, operational modalities and identifying red flags,
- Develop and implement specific projects and systems to keep track of key data and trends which will strengthen the institutional memory
- Undertake research and draft situational analysis papers on trends and emerging issues affecting children wellbeing in the region,
- Foster information and knowledge exchange among humanitarian practitioners and key players in the region in order to enhance dissemination of children's opportunities and challenges in emergencies,
- Organize regular internal and external meetings in order to strengthen UNICEF's conceptual understanding of the shifts in the region and the opportunities and challenges that these present for UNICEF and children in MENA.
2- Oversight and technical advice
- In collaboration with the Humanitarian Affair and senior emergency specialists, contribute to the implementation of the regional office role in providing oversight and analytical inputs to country offices including identifying foresight needs of Regional and Country Offices,
- Develop and implement "learning labs" and other plate-forms of knowledge exchange initiatives contributing to inform train staff in the region,
- Pilot tools that support horizon scanning and trend analytical functions of PPU in collaboration with Regional Offices,
- In collaboration with regional Office colleagues and country offices, contribute from a regional and country perspective to analyses carried out by PPU,
- Lead ad hoc projects as assigned by the supervisor and/or head of section.
3- Partnership, Coordination and Collaboration
- Research, map and facilitate the overall UNICEF's engagement with academia, think tanks and thought leaders in the area of global trends and foresight,
- Coordinate and collect from OCHA and other relevant humanitarian agencies and key stakeholder in the region on existing information, data analysis and mapping products,
- Coordinates/liaises with the relevant HQ Divisions and other RO's to support policy formulation in the area of humanitarian directives and researches and cross cutting issues (AAP, Gender etc.),
- Makes substantive contributions on humanitarian analytical products, advocacy tools, and other products are responsive to the needs of humanitarian practitioners in the region.
Qualifications of Successful Candidate:
Education:
Advanced university degree in social sciences, or related technical field.
Experience:
- At least five years of progressively responsible work experience in a related field;
- Excellent writing skills in English;
- Experience in research, analysis, scenario based planning or forecasting is an asset;
- Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teach skills.
Language Requirements:
Fluency in English and in Arabic
