BACKGROUND

The Rwanda Ministry of Health (MOH), in partnership with the Ministry for Gender and Family Promotion (MIGEPROF) / National Commission for Children (NCC), the United Nations Fund for Children (UNICEF), and the United States Centers for Disease Control (CDC), is conducting a national household survey on life experiences of young people in Rwanda with financial support of the International Development Research Centre (IDRC).

UNICEF Rwanda intends to recruit an experienced statistician or epidemiologist to assist with the data analysis and data management for the survey.

The objective of this consultancy is to lead / assist a technical team in undertaking complex analysis and various other related functions of the survey data. During data analysis, the Statistician / Data Analyst will be responsible for overseeing all aspects of data management and data security.

Survey data collection was completed in December 2015. Data analysis is expected to take 8 months.

OBJECTIVES/ SPECIFIC TASKS

Specific objectives

1. Review and familiarize self with the survey questionnaire in order to have in-depth knowledge of the questionnaire (including stem and follow-up questions, skip patterns) and survey methodology;

2. Review cleaned data set and perform additional cleaning as required;

3. Assist in weighting of data, as required;

4. Work with technical partners to perform preliminary analysis to generate core indicators;

5. Work with technical partners to perform in-depth data analysis and generate final data set;

6. Work with core team to produce the different tables;

7. Contribute to writing of the draft and final report as required

QUALIFICATION AND REQUIREMENTS

Essential

· At least a Master’s level degree in statistics or epidemiology, or a Masters of Public Health with demonstrated strong experience in complex data analysis using SAS, STATA or SPSS. A PhD is strongly preferred.

· Demonstrated in-depth training in and knowledge of SAS, SPSS or STATA.

· Experience using complex quantitative survey design procedures.

· Experience in data cleaning and weighting and performing data checks such as measuring truncation; consistency checks of answer response; potential duplication of data; and recording data.

· Experienced in producing SAS/SPSS/STATA code for the creation of variables, producing descriptive statistics, examining relationships/associations, performing cross-tabulations appropriate for complex survey data.

· Ability to work independently and under supervision within a team.

· Fluent in Kinyarwanda and English

Desirable

· 5 Year Experience in analysis of national data sets using a multi-stage cluster design.

· Ability to reassign the values of existing variables or collapse ranges of existing values into new values for a new variable with an understanding of the country context.

· Experience in weighting of national data sets utilizing a multi-stage cluster design.

· Experience in calculating base weights, calculating and applying non-response adjustments and performing post-stratification adjustments to population totals.

· Experience in performing statistical review on the patterns of post-stratification weights and calibration adjustments; verify the quality of the process in computing sample weights;

· Experience in calculating the overall design effect on the precision of the survey estimates; calculation of the margin of error for key survey estimates; and reporting on measures of quality for coverage, nonresponse, and other non-sampling errors.

Conditions

Consultant will be based in Kigali with possible missions in country.

Applicable UN DSA rates for subsistence and accommodation as agreed by Technical Committee, Life Experiences of Young People in Rwanda

Supervision

Supervision will be provided by the Technical Committee, Life Experiences of Young People in Rwanda.

POLICY BOTH PARTIES SHOULD BE AWARE OF:

Ø Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.

Ø Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.

Ø No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.

Ø Consultants will not have supervisory responsibilities or authority on UNICEF budget.

Ø Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

Ø The Form 'Designation, change or revocation of beneficiary must be completed by the consultant upon arrival, at the HR Section.

Terms and conditions:

Ø The consultant will work primarily in UNICEF Kigali office and closely work with MOH, MIGEPROF, NCC and CDC.

Ø On-field (in-country) transport will be arranged by UNICEF and Consultant will complete Waiver for Non-Staff issued with travel authorization in accordance with UNICEF Financial and Administrative Policy 5, Supplement 4 (B.2):

Ø Consultant must complete basic security and advanced security in the field prior to travel.

Ø The candidate selected will be governed by and subject to UNICEF general terms and conditions for individual contracts.

Ø The consultant will use private computer for the consultancy period.

Ø The consultant will be paid by UNICEF on monthly basis based on the submission report on the deliverables

Ø Non-UNICEF staff (including individual consultants) issued with UNICEF Travel Authorization are not covered by the insurance which automatically applies to UNICEF staff, and are fully responsible for arranging their own insurance cover.

Ø Consultant need to provide lump sum total fee that includes consultancy fee and taxes to be paid to RRA by the consultant. Qualification and lower fee requested will be a basis for selection

Ø UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines

Ø All materials developed by the consultant will remain the copyright of UNICEF.
