Background:
In 2016, UNICEF in Serbia entered a new five-year Country Programme cycle. The overall goal of the country programme is to support the efforts of Serbia to promote and protect the rights of all children and to give all children equal opportunities to reach their full potential. One of the specific objectives is to examine societal factors i.e. the social norms, behaviours, and practices that impact demand for and access to services or fuel discrimination and deprivations of children. The presence of discriminatory or harmful social norms may be key determinants of the deprivation of multiple rights that in turn reinforce marginalization or exclusion.
To tackle the discriminatory social norms, a wide range of awareness raising, social mobilisation and advocacy activities are needed to be undertaken in the sectors of early childhood development, education and child protection, in dialogue and consultation with and participation of not only national and local authorities but also children and their families.
Purpose of the assignment:
To provide support in developing communication strategy and detailed communication and dissemination plans for awareness-raising, social mobilisation and advocacy activities by UNICEF and programme partners related to social inclusion of children and adolescents in 2016 and 2017.

Interview UNICEF in Serbia Child Rights Monitoring, Early Childhood Development, Education and Child Protection Specialists to understand the dynamic of the issues that UNICEF Office in Serbia is working on in each sector and to determine the key bi-annual programmatic priorities per section and programmatic needs and proposals for specific communication activities for each sector
Desk review of UNICEF-provided programme documents (Bi-annual workplans, research, analysis, evaluations, etc.) for each programmatic area
A report on key priorities and proposed communication activities for each programme sector, clearly identifying
what is for immediate dissemination;
what are the areas for Communication for Development (C4D)

Develop Communication Strategy and dissemination plans for each programme area
Draft Communication Strategy
Draft Communication and Dissemination plan for each programme area that include target groups, baselines, objectives, communication channels, messages, potential materials for distribution, and timelines.

Incorporating possible comments and changes obtained by UNICEF
Final Strategy and Communication and Dissemination plans

Qualifications required, specialised knowledge, specialised skills and work experience required for this assignment:
University degree, preferably in communications, journalism, public relations or other related field
Expertise in media and communications
At least 5 years of experience in media and communications
Excellent oral and written skills in English and Serbian are essential
Ability to work independently and effectively with attention to detail and follow through
