PURPOSE:

UNI11195fff71lllheader31Under the direct supervision and technical guidance of Education Specialist in Damascus, the incumbent will provide professional expertise and operational and administrative assistance for the education programme development and coordination, results monitoring/evaluation and quality reporting for donor accountability. The incumbent will apply theoretical thinking and technical skills in researching, collecting, analyzing and presenting education data and information for programme efficiency and effectiveness. The incumbent will also coordinate with the education sector partners as well as UNICEF’s different sections (Child Protection, WASH, Adolescent Development and Participation, and Field Operations) to ensure that the education priorities are adequately addressed in all affected areas.

MAIN DUTIES AND RESPONSIBILITIES:

  1. Contribute to the development of education program goals, objectives, strategies, detailed workplan/timelines and results-based planning through research, collection, analysis and reporting of education and other related data and information.

  2. Support in information gathering and analysis for the national trends of education access and learning outcomes. Collect, analyze, verify and synthesize information to facilitate program development, design and preparation. Support preparation of analytical reports and provide technical inputs for program preparation and documentation ensuring accuracy, timeliness and relevancy of information.

  3. Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical program transactions, preparing materials/documentations and complying with organizational processes and management systems, to support results-based planning, monitoring and evaluating results.

  4. Prepare required documentations/materials to facilitate the program review and approval process.

  5. Work closely with internal and external colleagues and partners to collect/analyze/share information on programme delivery and progress, suggest practical solutions for programmatic challenges and produce periodic reports to alert appropriate officials and stakeholders for higher-level consultation and/or decision. Keep record of reports and assessments for reference.

  6. Actively plan and organise programme monitoring and evaluation exercises, program reviews and annual sectoral reviews with government and other counterparts, and prepare minutes/reports on results for follow-up actions.

  7. Consolidate education inputs from UNICEF hub offices and draft knowledge products including concept notes, proposals and periodic donor reports for resource mobilization and donor accountability. Work closely with Information Management officer to create visual products, matrices and maps to be used for documents and reports.

  8. Generate internal and external reports in a timely manner on the use of sectoral program resources (i.e. financial, administrative and other resources), verify compliance with approved requirements and workplan, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity.

  9. Document and report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.

  10. Assist Education Specialist in providing technical and operational support to government counterparts, NGO partners, UN partners on the application and understanding of UNICEF policies, strategies, processes and best practices on program implementation, operations and delivery of results.

  11. Undertake field visits and surveys and/or collect/share information with partners/stakeholders to assess progress and provide technical support and/or refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.

  12. Assist education section in building effective sound working partnerships with government counterparts and local stakeholders through active sharing of information and knowledge to facilitate program implementation and build capacity of stakeholders to achieve and sustain results on education programs.

  13. Support drafting of communication and information materials for program advocacy to promote awareness, establish partnership/alliances at the field level for education programs.

  14. Participate in Education Sector meetings/events in Damascus to collaborate with inter-agency partners/colleagues on operational planning coordination and preparation of education projects.

MINIMUM QUALIFICATIONS:

Education:

University degree in Social Sciences or related technical field.

WORK EXPERIENCE

Two years progressively responsible professional experience in programme design, administration, monitoring and evaluation or related field.

LANGUAGES

Fluency in English and Arabic required.
