WORK CONTEXT

MADAD is a 2 years Project to be implemented in Beirut and Mount Lebanon with the aim of strengthening youth resilience and empowering youth to utilize knowledge and opportunities that would enable them to confidently participate in economic and social life. The project also aims to mobilize and train youth to implement initiatives that benefit their local communities with a special focus on promoting peacebuilding, positive interaction and social cohesion through joint participation of refugee and host community youth in peace-building initiatives and local decision making processes at school and community level to reduce tension while improving access to basic child and youth friendly services in targeted areas.

PURPOSE OF POSITION

The Project Manager will have overall responsibility for managing the implementation of project activities. He will be responsible of managing a team of field staff, establishing and maintaining enabling community relations and engaging with a multitude of stakeholders to ensure quality, timeliness, and effectiveness of all products and activities generated under the project. The project Manager will serve as the principal liaison with local government authorities, community stakeholders and relevant entities within World Vision Lebanon and with other implementing partners.

MAJOR RESPONSIBILITIES

Direct and oversee project implementation, ensuring that all objectives are met through proper planning, adequate staffing, efficient implementation and quality assurance

Project results achieved on time and on budget, as agreed to in grant agreement.

Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements

High standards of quality assurance and reporting

Manage project budget within approved spending levels and ensure accurate and timely financial reports both internally and to donors.

Grant is delivered on time and within allocated budget

Financial reporting is accurate and delivered on time

Ensure project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits

Audit reports indicate low risk findings

All program expenses are compliant with WV and donor requirements

Liaise with local government officials, local communities, relevant stakeholders and donor representatives as appropriate.

Local level coordination streams are developed and maintained

Donors are adequately engaged when necessary Support to program goals and implementation by key stakeholders

Consistently look for more effective and efficient implementation methods and opportunities to increase impact

Participate and conduct on-going lessons learned with key staff and partners/sub-grantees

Strong stewardship of resources

Escalate grant management issues early and openly; resolve grant management issues quickly and fully.

Area Manager, Country Lead, RAM assured that appropriate measures have been taken.

Close cooperation with National Office (NO) Resource Acquisition and Management(RAM) lead for implementation of the RAM objectives as well as close collaboration within the NO RAM Unit on donor positioning, lessons learned, grant health and quality improvements

Strong working relationships with NO RAM lead/manager

Establish clear and frequent communication regarding program progress and oversight management with the donor.

Regular submission of Progress reports

Build and maintain relationships with local authorities, community representatives, NGOs, and other stakeholders to ensure strong and effective working relationship, program sustainability to maximize the financial and technical resources of the project.

Project sustainability and community ownership in ensured

Supervise project staff and assist them in understanding their role and in identifying appropriate solutions and addressing challenges responsively and effectively throughout the period of the project.

Project staff have adequate understanding and capacity to achieve project objectives

Effectively manage the performance of direct reports ensuring performance agreements, regular performance reviews, and annual appraisal are done. Ensure optimization of subordinates’ potentials through coaching, on-the-job training, and capacity building.

The Performance management system is being effectively implemented

Ensure WV core values and principles are upheld at the project site by all staff.

KNOWLEDGE, SKILLS AND ABILITIES

  • University degree in a field related to community development or social work, master’s degree preferred

  • Good understanding of community development concepts and practices

  • In-depth knowledge of project design, project management, and project implementation

  • Solid communication, interpersonal, negotiation and relation management skills and experience

  • Proven ability to work effectively and sensibly in cross-cultural settings and complex environments

  • Ability to facilitate community development and human development processes.

  • Experience in leading projects and managing and supervising staff

  • Experience in managing grants

  • Academic knowledge in project management

  • Basic knowledge of accounting and finance principles

  • Minimum of 5 years’ experience in community development work

  • Basic understanding of design, monitoring, and evaluation processes

  • 80% field work

  • 20% office based

  • Be prepared to travel to participate in regional project meetings
