Purpose of the Position:
The MENA region currently has three L3 emergency countries (Syria, Iraq and Yemen), with several other emergencies ongoing including in Libya and Sudan. The Syria crisis is affecting six countries – Syria, Lebanon, Jordan, Iraq, Turkey and Egypt, and the UNICEF country offices (CO) in these countries are providing humanitarian response. The scale of the Syria sub-regional emergency demands high volume and quality data/information processing and analysis. Each of the UNICEF COs in the affected countries has a different level of information management capacity and needs, so continued robust IM capacity is required from the regional emergency section in MENARO. There are also a wide range of capacities in the Iraq, Yemen, Libya and Sudan COs to respond to IM needs, all of which require some degree of support to coordinate.
IM and geographic information systems (GIS) in a coordinated emergency response improves the capacity of stakeholders in analysis and decision-making through strengthened information/ data collection, compilation, analysis and dissemination both within UNICEF and with the sectors. In the context of the Syria crisis, information management can support emergency coordination, early recovery, and resilience activities. Spatial analysis, mapping and data visualisation are important decision making tools.
Fundamental to the job is the ability to present information in a way that is easily understood by UNICEF operational managers and technical partners. There are a range of options for visualisation including mapping, dashboards, tables, charts, and narratives. It is important that the IM Specialist can also discuss information directly with the decision makers to analyse and interpret findings.
UNICEF is sector/ cluster lead for the WASH, Education and Nutrition sectors/ clusters and the Child Protection sub-cluster across the crisis affected countries. In the Whole of Syria (WoS) approach UNICEF is the sector/ cluster lead with coordination operated out of MENARO. The IM specialist will support the sector/ cluster Information Management Officers to ensure quality information/ analysis is available for managers across the range of the IM cycle.
Key Accountabilities and Duties & Tasks:
The person in post will provide support to IM for humanitarian response across the MENA region in the following areas:
- Information Management(collection, compilation, analysis and dissemination)
Support UNICEF sector/ cluster IMOs: UNICEF MENARO is the WoS sector/ cluster lead for WASH, Education, Nutrition and Child Protection.
Support gap analyses for the sections and sectors based upon agreed data sources, including through verification and support for information disaggregated data – ensuring consistency across sectors/ countries on groupings/ranges and boundaries.
Maintain catalogues of IM and data products including maps and assessments.
Support innovative approaches for data collection, compilation and visualization including online mapping, ActivityInfo, mobile data collection (ODK, Ona and Kobo) and e-tools.
- Data Visualisation for emergencies across the MENA region
Produce regular data visualisation products on UNICEF programme implementation (including maps, dashboards, info-graphics and financial/ resource analyses) that present information in a way that is easily understood by various stakeholders.
Respond to data visualisation requests from UNICEF MENA and country offices, including to produce products for resource mobilisation.
- GIS/ Mapping:
Produce maps using professional mapping software, such as ArcGIS, including on situation and response data such as programme scale and scope, Needs and Gaps analysis, Services and Infrastructure.
Use of innovative technologies for mapping including QGIS, CartoDb and real-time web-mapping.
Other:
The IM will conduct support missions to countries affected by the Syrian sub-regional crisis as required.
Use and back-stopping of innovative technologies such as etools.
Qualifications of Successful Candidate:
Education:
University degree, preferably in a relevant field such as geographic sciences, humanitarian affairs, Information Technology, Information Systems, Engineering, or Communications is required
Experience:
Minimum of 2 years of relevant experience, including field work experience, and familiarity of working in a humanitarian context
Language Requirements:
Fluency in English and Arabic is required.

Technical Knowledge:
- Strong written and oral English required
- Written and oral Arabic a strong advantage
- Strong knowledge of Excel
