Position: Syria Program Support Consultant

Position Overview:

World Vision is running several initiatives across the Syria Response, including No Lost Generation, and humanitarian operations across Syria.

The No Lost Generation (NLG) initiative was launched to bring international attention around the plight of children affected by the Syria crisis. While articulating fears about the possible “loss” of a whole generation of children to the effects of violence and displacement, the initiative has provided a framework for critical interventions in education and child protection, putting these front and centre of the response, in Syria, Iraq and affected neighbouring countries. In doing so, NLG has generated funding for sectors that are traditionally under-supported in humanitarian crises and has contributed to a dialogue within the SRP and 3RP about the need for investments in education and child protection service delivery systems that bridge immediate response plans and longer term development efforts. World Vision is currently running programs in all of its countries focused on the Syria response; Lebanon, Jordan, Turkey, and the Kurdish Region of Iraq.

Key Objectives

Working to the Whole of Syria Team Leader, as part of the Whole of Syria Team in the World Vision Syria Response Office in Amman, and in coordination with relevant external stakeholders including within the humanitarian UN and INGO community, the Consultant will concretely contribute to World Vision’s Syria-wide program design processes and education initiatives by contributing to the proposal development process and provide program support where specified by regional NLG lead and Southern Syria Program’s lead.**Deliverables**

  1. Provide support for programme design and proposal development for the new Education programmes inside Syria including:

a. Research and contextual analysis

b. Managing the proposal development and writing certain sections for three key donors:

o UNICEF (Dates TBC)

o VSG (Aligned with UNICEF)

o EU NLG WoS (Due 15th September) See separate work-plan

c. Liaising with technical teams (Head of NLG), Operations Team, Finance and Support Offices to ensure all input is submitted on time and to a good standard

d. Developing draft budgets

e. Attending external meetings as required (working groups, donors, partners) f. Attending design workshops

  1. Provide support for the Whole of Syria Team including:

o Actor mapping

o Donor mapping

o Program design (including the grant writing process) for the South Syria Program and other program design activities as tasked by the Whole of Syria Team Leader

o Identifying potential new program/project opportunities

Qualifications

  1. Degree in International Development or a related field

  2. International experience within other NGOs or in the development / humanitarian sector, with knowledge of donor rules and regulation, is desirable.

  3. Experience in program design process is desirable.

  4. Strong planning, organizational and interpersonal skills.

  5. Excellent analytical, presentation, and reporting skills.

  6. Ability to respond to changing priorities.

  7. Ability to work independently on own initiative

  8. Excellent communication skills, verbally and in writing, in English and Arabic (preferred but not critical).

  9. Excellent IT skills in Microsoft Word, Microsoft Excel.

  10. Strong commitment to World Visions core values.

  11. Ability to communicate cross-culturally and sensitive to other cultures.
