Lebanon: Child Mortality Estimation Consultant

Purpose of the Assignment

Review of current data sources for child mortality estimation on their validity and reliability and propose way forward for estimating child mortality for Lebanese, Syrian and Palestinian in Lebanon

Assignment Tasks

Under the supervision of the Monitoring & Evaluation Specialist, the consultant will:

  • Meet the key stakeholders (MOPH, CAS, ESCWA, MOPH, UNICEF, etc.); in matter of mortality estimation; in Lebanon and agree on priorities related to the review exercise to be undertaken.
  • Run a desk review for all available data related to mortality in general and more specifically into infant and child mortality and provide estimation of mortality rate.
  • Assist MOPH in producing estimation of child and infant mortality based on available and accessible data.
  • Assess the different data collection systems/processes of mortality in Lebanon and provide recommendations and way for improvement.
  • Propose most reliable estimates and/or way forward on estimating mortality reliably given the country context.
  • For UNICEF internal purpose, conduct a comparative analysis of different accessible survey datasets and their reliability with regards to mortality estimation.
  • For UNICEF internal purpose, assess the available accessible data from the existing systems and run a comparative exercise with the results of the UNICEF baseline surveys.

    Expected Deliverables

    The consultant will be expected to deliver within 30 Working Days one final report and be available for any required modifications.

    The consultant should include in his report the following:

  • Recommendation regarding the existing data collection systems of mortality.
  • Descriptive review of the available and accessible data (including assessment of demographic data if available) related to mortality with focus on infant and child mortality.
  • Estimation of mortality rate with focus on infant and child mortality.
  • Way forward recommendations for mortality rate estimation with focus on infant and child mortality.
  • Review of UNICEF baseline survey child mortality rate results (Internal use for UNICEF)
  • Qualifications of Successful Candidate

    Education

  • Advanced university degree in demographics, statistics, and/or related disciplines.
  • Years of relevant experience

  • At least 8 years of experience in mortality estimation methods.
  • Knowledge of country registration systems and their challenges
  • A good background knowledge of UNICEF's mandate, mission and programmes an asset.
  • Previous experience in Lebanon context is an asset.
  • Fluent in English, written and spoken. Arabic and/or French would be an asset.
