PURPOSE:Under the direct supervision of the Emergency Cash Transfer Team Leader and technical supervision of Chief Social Policy and Social Policy (Cash Transfers) Specialist, the incumbent is accountable for technical support with project management, implementation and administration of the total ‘Emergency Cash Transfers for SWF Beneficiaries’ project to ensure tandem technical linkages with respective authorities and the various UNICEF and inter-agency sections, partners and contractors.
MAIN DUTIES AND RESPONSIBILITIES:
1. Support with cash-based operational project management • Contributes to the conduct of ongoing operations analysis (analysis of project performance over the medium term in order to identify areas with poor performance, or processes in which all areas are performing below expectations and which therefore represent operational bottlenecks, and identifying solutions such as design improvements, additional trainings or technical support, etc.).• Contributes to the overall oversight to ensure consistent quality of delivery of the project across all the project areas.• Provides support with development, review and maintaining work plans for use by all partners with timeframes and deadlines for key activities.• Contributes to the ongoing improvement of the technical design of the project, based on its changing and emerging needs.• Contributes to ensuring the update of project operational manual and field guidelines based on ongoing technical, MIS and process improvements throughout the project.• Facilitates the preparation of project recommendations for inclusion in formal project documentation, and new approaches, methods and practices.• Provides support with overseeing all relevant private firms recruited for the implementation of the ECT, reviewing and ensuring quality of the service delivery as per the contractual requirements.2. Knowledge management of the emergency cash transfer project • Contributes to strengthening the project by knowledge management through data collection and analysis, complete and accurate reporting as well as 'lessons learned' and other corporate-level databases.• Works closely with the database/MIS team to ensure database/MIS is aligned with and supporting operations in robust manner.• Contributes to the development of a reporting dashboard.• Provides technical inputs into donor reports and proposals.
3. Optimum use of project funds • Helps to manage allocation and disbursement of project funds, ensuring that funds are properly coordinated, monitored and liquidated.• Supports with effective coordination of beneficiary payments linked to a sound and confidential database/MIS system. • Takes appropriate action to optimize use of project funds.• Contributes to identification of required training of operational staff at all levels and facilitates the delivery of training.• Facilitates closely with UNICEF, partners and contractors for timely payments.• Keeps his/her supervisors informed of risks and opportunities related to the project.
4. Project monitoring and evaluations • Works closely with the third-party monitoring and grievance redress partners to document the impact of the project and improve the efficiency and quality of the possible project expansion.• Undertakes field visits to monitor and assess project implementation and recommends required corrective action.• In consultation with the Team Leader and Social Policy (Cash Transfers) Specialist, organizes review meetings with partners and counterparts.• Contributes to the timely preparation of monthly status reports.• Conducts ongoing progress tracking (implementation of core processes of the project) to understand day-to-day performance against implementation targets and to identify and resolve operational bottlenecks/challenges.• Supports with development of Monthly Progress Report for UNICEF and the World Bank.
5. National and local capacity building/sustainability• Provides technical support with training programmes for national and local government authorities and NGO partners to build their capacity for effective project implementation.
6. Rights perspective and advocacy at national, community and family levelsContributes to monitoring project implementation, and ensuring that design change recommendations and/or expansion always incorporate a children's and women's rights perspective and advocacy at the community and family levels and promote the organization goals of UNICEF through advocacy and policy dialogue.
7. Partnership, coordination and collaboration Supports strengthening partnerships and collaboration with internal and external counterparts in order to improve the ability to collect and disseminate development data and information, exchange information on project status and implementation.MINIMUM QUALIFICATIONS:
Education: - A University degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines is required.
Experience: • Minimum of 2 years of relevant professional work experience (social protection)• Knowledge of the global diverse perspective of social protection, and child-sensitive social transfer schemes in particular. • Experience in programme planning, implementing, reporting, and monitoring and evaluation. • Background/familiarity with emergency.
Language: Proficiency in both written and spoken English and Arabic is required.
