    II. Background - General background information on the context of the engagement and background.

    With the generous contribution from ECHO, UNICEF has agreed to work jointly with ECHO to implement an emergency multi-sectoral (Health and Nutrition, WASH, Education and Child Protection) project in emergency affected areas with especial focus on Anbar, Ninevah, Saleheldeen and Kirkuk. For the health component, the overall objective was to ensure delivering a minimum package of emergency health care and nutrition services and support of recovery of the existing health care system in the affected areas; while the specific objectives were:

  • Revitalizing routine immunization services as well as conducting supplementary immunization services.
  • Support the affected population to access a package of services that will include both prevention and management of malnutrition. Women in child-bearing age will be supported with counselling on infant and young child feeding (IYCF), nutrition information on appropriate diet to avoid nutrient deficiencies, procurement of necessary supplies (therapeutic and supplementary), anthropometric equipment to support assessments and training of nutrition and health staff in prevention and management of malnutrition.
  • Provision of life saving supplies (drugs and kits) for management of acute diarrhea and skin infestations (anti-scabies and anti-pediculosis).
  • II. PURPOSE AND OBJECTIVES –.

    Purpose:

    The Health and Nutrition component of the ECHO multi-sectoral project named “Coordinated Rapid Response Mechanism (RRM), WASH, Health and Nutrition, Education, Child Protection and Winter Response for displacement in Iraq 2016 and 2017”; is highlighted under Result 3 & 4: Health: “Supporting Enhanced Access to EPI Services to Vulnerable Children and Women in Ninewa, Salah al Din, Anbar and Kirkuk”. The project has started in July with a total original allocation of 1 million US$. Over the course of implementation, the donor had expressed their interest to add two top ups, hence the total received allocation became 4 million US$.

    Objective:

    While the government, UNICEF, donor and other partners are very excited to see real progress on the ground through delivering the first line basic health and nutrition package to the neediest women and children especially in the retaken areas. UNICEF is very keen to document the implementation of that package, achievement made, constraints encountered and lessons learnt during the whole process.

    III. SCOPE OF WORK - Under the supervision of the Chief of Health and Nutrition, the mid-level consultant will work closely with the Health and Nutrition Specialist within the country office Health and Nutrition section. The consultancy will be complemented by donors’ relation team, FOs teams, communications team (for photographer) and the donor.

    IV. DELIVERABLES:

  • Meeting with UNICEF – Baghdad IZ; and review of the project’s documents (2 days- 20&21 May)
  • Review of the Project’s documents: (2 days)- 22 & 23 May
  • Field visit to Anbar – DOH / Camps: 1 day (24 May)
  • Field visit to Salah-al-dee- DOH / Camps: 1 day (25 May)
  • Travel to Erbil: 1 day (27 May)
  • Field visit to Ninewah –Quyarah Camps: 1 day (28 May)
  • Field visit to Nnewah – Aysar: 1 day (29 May)
  • Field visit to Kirkuk – DOH/Camps 1 day (30 May)
  • Field visit to Erbil – DOH/Camps 1 day (1st June)
  • Travelling from Erbil to Baghdad 1 day (3rd June)
  • Meeting and discussing the outcomes with the Health and Nutrition section chief and the country office’s team and report writing 2 days (4 & 5 June)
  • Prepare Draft Report 2 days (6 & 7 June)
  • Facilitate one day workshop 1 day (8th June)
  • Finalize the report incorporating feedback 2 days (10 & 11th June)
  • Handover final report and Discussion 1 day (12th June)
  • V. ADMINISTRATIVE REQUIREMENTS - Expected places of travel, insurances, per diem, R&R payments, Lump sum for accommodation etc., and responsibilities between UNICEF and consultants.

    Consultant will be required to report to Chief of Health and Nutrition.

  • Travel:
  • UNICEF will arrange the field visits to Anbar and Salaehdeen through Baghdad country office.
  • UNICEF will pay for consultant travel to [Erbil] in economy class via the most economical route.
  • UNICEF will arrange the field visits to Ninevah, Erbil and Kirkuk through Erbil Field office.
  • UNICEF will pay for consultant travel to any place within Iraq, as applicable, in economy class via the most economical route.
  • Insurance:
  • Consultant will arrange at his or her own insurance, such life, health and other forms of insurance, covering the term of this contract, and provide proof of insurance.
  • Consultant will be covered under the terms of the Malicious Acts Insurance Policy (MAIP) under the contract with UNICEF.
  • Daily Subsistence Allowance:
  • Consultant will be entitled to the applicable daily subsistence allowance for travel outside of Baghdad.
  • Accommodation:
  • While outside Baghdad, accommodation will be arranged by the Consultant
  • Equipment:
  • UNICEF will not provide to the Consultant any equipment except a SIM card on request.

    VI. ELIGIBILITY REQUIREMENTS FOR THE ASSIGNMENT - An unambiguous description of the required degree of expertise and qualifications including specialized knowledge, language needs and experience required, selection criteria, qualifications and performance.

    Eligibility Requirements:

    Qualifications and experience:

  • Holding postgraduate degree in public health science or any relevant field.
  • In-depth knowledge about the Primary Health care System in Iraq
  • Minimum of 5 years of relevant experience in the health and nutrition emergency planning and response
  • Fluent in oral and written Arabic and English. Knowledge of Kurdish is a plus.
  • Expert in project monitoring, evaluation and assessment.
  • Strong and practiced skills in project documentation and report writing
